In 1967, National Steel Car Corporation started building 70-ton 50' boxcars especially for newsprint service, with an inside height of 11' so that two tiers of rolls could be loaded. As these loads could be "bruised" in transit, the cars were fitted with cushioned underframes and smooth interior walls. Running from paper mills in Canada to printing plants throughout North America, a total of 3,592 were manufactured between 1967 and 1971 for six railways, with an aluminum roof, NSC-designed corrugated ends and either smooth or an exterior-post Youngstown 9' wide plug doors.
